Replacing the old overworked exhaust and inlet valves when rebuilding the cylinder-head is a sensible precaution. The old valves become brittle and can break off around the valve head area, allowing what's left to drop onto the top of the piston causing untold and very expensive damage!
Renewing valves should also include replacing the old worn valve guides.
Renewing the interfacing parts at the same time is a sound engineering principal. Camshafts (if lobes are pitted or worn) cam-chain, guide and tensioners.
Interfacing worn parts with new items can seriously shorten the life of those new parts.
