It is usual to renew both inner and outer valve springs when rebuilding the engine. Make sure you specify only genuine OE valve springs, both for reliability and correct material hardness (the hardness gives the correct Spring rate).
Low priced items from none Japanese manufacturers can to be too softly sprung allowing the valves to float at high revs - this can cause serious damage to the engine!
