Part of rebuilding the cylinder-head usually includes close inspection of valves, valve-spring seats, stem seals, valve guides, collets and valve springs and replacing worn or damaged parts.
Close attention should also be given to the camshaft, cam-chain, guides and tensioners, similarly replacing worn and/or damaged components.
This attention to detail will bring performance levels back to where they should be, assuming that piston rings are sealing correctly and the cylinder bore is in good condition.
