The power tilt mechanism needs to work first time every time - as with most functions on marine engines.
There are many parts that will probably never require replacement, but there are some that will, over years of use, especially in a saltwater environment.
Hopefully a few seals and one or two mechanical items like the lower shock pin mount and bushings should get the tilt back to a fully functioning assembly.
