You can check the valve assembly unit with a multi meter, and see if the connecting pipes have rotted away, but this valve gets overlooked hidden under its cover.
Its worth replacing for peace of mind, the new oem price on CMSNL was about the same as an allegedly "good" used one online, the new unit will seal properly and its easier to replace rather than strip and decoke the old one.

I have found easier to replace VALVE ASSY's instead of trying to clean those.
