Subject: tune fault

Hi guys i have a 2007 rm 85 that seems to be running too rich through all mid range i have replaced all engine seals,reeds, piston and ring,
has standard jetting 125 main and 50 slow jets new needle and float height is correct.
replaced CDI , coil and plug, running 40:i with additive, power valve moves freely barrel has been ported by previous owner although not much has been taken out you can still see some original metal. Could the governor spring be to heavy not allowing the power valve to open early enough.
Any help would be greatly appreciated i'm at my wits end
