Valve stem oil seals have to be renewed as a matter of course when removing and re-fitting valves - Without exception!
Failure to renew these will lead to oil running down the valve stem into the combustion chamber causing excessive smoking when the engine is started and of course high oil consumption.
NOT renewing the valve stem seals is NOT an option when stripping and re-assembling!
