It is usual to renew both inner and outer valve springs when rebuilding the engine. Make sure you specify only genuine OE valve springs, both for reliability and correct material hardness and temper (the hardness and gauge give the correct spring rate).
Low-priced items from none-Japanese manufacturers can be too softly sprung allowing the valves to float at high revs, this can cause serious damage to the engine.
