Subject: holder, needle jet

The holder needle jet in 90 Honda carb has two sets of jets (4 holes) that run through it crossways. My question is:

Is the hole on each end lengthways a through hole? I have a hole on each end but it does not go all the way through. Is blocked? Or is that the way it is? By holder needle valve I mean one of two fittings inside the floatbowl chamber. I found the part labeled "holder, needle valve" after locating the part in the diagram.
