Is 1966 CB175 good for a cafe racer?

I'm totally new to motorcycles and I want to build a cafe racer. I have decided it must be a late 60s honda. I've found a rusted old 1966 CB175 which is 95% complete. Engine has compression and the owner says it will run. $400 CDN. Is this a good candidate for a project bike. I want something light, around or under 250cc that has a nice sound and decent handling.
